The seller of such goods and services is referred to as an "exporter" who is based in the country of export whereas the overseas based buyer is referred to as an "importer". In International Trade, "exports" refers to selling goods and services produced in home country to other markets. any good or commodity, transported from one country to another country in a legitimate fashion, typically for use in trade. Export goods or services are provided to foreign consumers by domestic producers. Export of commercial quantities of goods normally requires involvement of the customs authorities in both the country of export and the country of import. You're dealing with 2 separate customs systems here. US Customs levies duty when the goods are imported. If you have to return the goods you MIGHT be able to apply for a rebate of the duties paid. Your customs paperwork should explain that. When you return the goods you're now dealing with Canadian Customs. Well, actually, the vendor is now dealing with them. It will be up to Canadian law as to whether or not any duties are assesed on the returned goods. The vendor should be able to tell you how to mark the package and what documentation to include in the package to avoid Canadian duties if it's possible. Typically you'd mark the Customs label as "Previously exported goods being returned for credit without adjustment in value."
